COLOMA TOWNSHIP PARK DISTRICT
ORDINANCE CODE
AN ORDINANCE REGULATING THE USE OF PARKS AND PARK PROPERTY IN COLOMA TOWNSHIP PARK
DISTRICT, WHITESIDE COUNTY, ILLINOIS, AND PROVIDING
FOR PENALTIES FOR VIOLATION THEREOF:
BE IT ORDAINED BY THE BOARD OF COMMISSIONER OF COLOMA TOWNSHIP DISTRICT, WHITESIDE COUNTY, ILLINOIS: That rules and regulations of
the Coloma Township Park District for the regulation and governing of all persons within
and upon the parks and properties controlled by the Park District, are and shall
be in accordance with the Statutes of the State of Illinois, and that it is
therefore unlawful for any person or persons to do any of the things hereinafter
prohibited.
SECTION 1. DISTURBING THE PEACE:
No person or persons shall disturb the peace and quiet of the parks by loud and
unusual noises, by hooting, unnecessary blowing of automobile horns or by
fighting or challenging to fight, or indulging in any conduct tending to provoke
a disturbance or breach of the peace.
SECTION 2. BEGGARS AND SOLICITORS:
No person or persons shall beg or solicit alms or any other thing of value in or
on any Park District facility without the express written permission of the
Board of Commissioner of the Coloma Township Park District.
SECTION 3. GAMBLING:
No person or persons shall play or engage in faro, roulette or gambling for
money or other valuable thing, or in any other device or game of chance, hazard
or skill, either as bookmaker, dealer, keeper, player or otherwise, for the
purpose of gambling for money or other valuable thing, of shall bet on any game
others may be playing.
SECTION 4. FORTUNE TELLING:
No person or persons shall tell fortunes for any reason.
SECTION 5. OBSCENE OR INDECENT BOOKS AND PAMPHLETS:
No person or persons shall sell, exhibit, give exhibit, or offer to give away,
or have in his possession, in or on any Park District facility, any obscene or
indecent book, pamphlet, papers, picture, drawing, lithograph, engraving,
daguerreotype, photograph, stereoscopic picture, model, cast, instrument or any
article for indecent or immoral use.
SECTION 6. LEWD ACTS IN PUBLIC-OBSCENE GESTURES:
No person or persons shall commit any indecent, lewd or filthy act, or utter any
indecent, lewd, profane or filthy words, or use any threatening or obscene
language or make any threatening suggestions or obscene gesture or movement in
or on any Park District facility.
SECTION 7. INDECENT EXPOSURE:
No person or persons shall appear in a state of nudity, or in a dress not
belonging to his or her sex, or in any indecent or lewd manner, or make any
indecent exposure of his person in or on any Park District Facility.
SECTION 8. SLEEPING IN THE PARKS:
No person or persons shall sleep in or on any Park District facility between
10:00 o'clock p.m. and 6:00 o'clock a.m.
SECTION 9. UNLAWFUL ASSEMBLIES:
No person or persons shall use any Park District facility for unlawful
assemblies or purposes.
SECTION 10. DISTURBING LAWFUL ASSEMBLIES:
No person or persons shall disturb any authorized lawful assembly being held of
conducted in or on any Park District facility.
SECTION 11. FIREARMS, SLINGSHOTS, METAL KNUCKLES, ETC.:
No person or persons shall take, carry, transport or possess any firearms, air
rifles, metal knuckles or other deadly or dangerous weapon within any properties
controlled by the Park District, other than duly authorized officers of the law
and park policemen.
SECTION 12. DRUNKENNESS, INTOXICATION LIQUORS:
No intoxicated person or persons shall enter, be in or remain in or on any Park
District facility, nor shall any person bring within, sell, give away, possess
or drink any intoxicating liquors in or on any Park District facility.
SECTION 13. PRESERVATION OF PROPERTY:
(1) No person or persons shall injure, deface, disturb or befoul any part of the
parks, or any buildings, signs, equipment or other property within the parks, or
remove, injure or destroy any tree, shrub or flower.
(2) No person or persons shall drive or ride any motor vehicle or vehicle or
bicycle propelled by a motor, or vehicle pulled by an animal, upon the grass to
footways or elsewhere than upon the roads and parking places provided for the
use of vehicles in said park, except those required in performing maintenance to
said parks.
SECTION 14. SPEED LIMIT:
No person or persons shall drive or propel or cause to be driven or propelled,
any vehicle along or over any road, driveway or parking lot within the parks at
a speed to exceed fifteen (15) miles per hour.
SECTION 15. FIRES:
No person or persons shall light any fire for any purpose in any of the parks,
except in a stove, oven, charcoal burner or grill designed for the purpose of
controlling the fire.
SECTION 16. GARBAGE AND REFUSE:
No person or persons shall deposit in any part of the parks any garbage, sewage,
refuse, waste or other obnoxious material except in the receptacles provided for
that purpose.
SECTION 17. BRITTLEWARE:
No person or persons shall throw in any manner or place within the parks or
drives controlled by the Park District, any broken glass, wires, cans,
wastepaper or other brittleware or rubbish.
SECTION 18. HORSEBACK:
No person or persons shall ride horseback or permit a horse or horses, cattle or
other livestock, attended or unattended on any of the areas of the park except
that area designated by the Board of Commissioners.
SECTION 19. FIREWORKS:
No person or persons shall fire, discharge or set off within the parks or
property of the District anything containing any substance of an explosive
nature; provided that the Board of Commissioner may by proclamation permit the
use of fireworks on the 4th of July and on other days as they deem proper.
SECTION 20. HINDERING OR SOLICITING EMPLOYEES:
No person or persons shall interfere with or in any manner hinder any employee
of the Park District while repairing, caring for or constructing any Park
District property; no shall any person or persons solicit any Park District
employee while the employee is on duty.
SECTION 21. SALE OF ARTICLES:
No person or persons shall sell or offer for sale any article or thing, or do
any hawking, peddling or soliciting, or buy or offer to buy any article in or on
any Park District facility, except when authorized by written permit from, or
contract with, the Board of Commissioners.
SECTION 22. USE OF GROUNDS:
No person or persons shall, while in or on Park District facilities:
(a) Climb a tree or fence, or walk on any wall, fence or any building or
shelter.
(b) Enter upon any portion of the Park District facilities, which is in an
unfinished state or under construction.
(c) Swim in any stream, pond or body of water, except designated pools, etc. in
the park.
SECTION 23. UNTETHERED FLYING OBJECTS:
No person or persons shall launch, fly or sail any rocket, model airplane,
missile or any other flying object in or over any Park District facility;
provided, however, tethered flights of model airplanes, rockets and other flying
objects shall be permitted if done in such a manner and place so as not to
endanger the safety and property of any person.
SECTION 24. SWIMMING, BATHING AND WADING IN CENTENNIAL PARK:
It shall be unlawful for any person to swim, bathe or wade in or upon the lagoon
or any other body of water located at, in or upon Centennial Park.
SECTION 25. FISHING IN CENTENNIAL PARK:
It shall be unlawful for any person of the age of 16 years or upward, by any
method or with any device, to fish in or to take fish from the lagoon or any
other body of water located at, in or upon Centennial Park.
SECTION 26. UNLEASHED DOGS AND CATS:
It shall be unlawful for any person to allow any animal of the dog or cat
species to be in or on any Park District facility unless said animal is
restrained by a leash.
SECTION 27. PENALTIES:
Any person violating any clause or portion of any Section of this Ordinance
shall be fined not less than $10.00, nor more than $200.00, for each offense
upon conviction thereof.
SECTION 28. REPEAL OF PRIOR ORDINANCES-EFFECTIVE DATE OF ORDINANCE:
All Ordinances and parts of Ordinances in conflict or inconsistent with any of
the provisions of this Ordinance are hereby repealed, and this Ordinance shall
be in force from and after its passage and approval.
